Assuming you get perfect scaling in games the 6990 will outperform the 270x however I recommend the 270x for many reasons, here are a few:

Cooler

More overclockable (the 6950s and 6970s were shit in overclocking)

Works with more modern software (Mantle is the first that comes to mind)

Consumes much less power and requires fewer connectors

Allows potential for crossfire that would end up drastically beating the 6990.

Crossfire doesn't scale perfectly in everything, especially non-AAA titles.
