I'm building and itx c and need a good cooler to go with the sg 13 and saw this https://uk.pcpartpicker.com/part/silverstone-cpu-cooler-nt07115x or would you recommend a good AIO

Out of curiosity, why are you asking about this silverstone cooler in particular? Before I saw it I assumed it must have some obvious merit for you to be asking if you should use it over an AIO cooler, but upon seeing it, it looks obviously crap. Just by the size of the heatsink, and fan, as well as the density of the fins you can just tell by looking at it that its unlikely to cool much better than a stock cooler(if even that good). Did you just browse pcpartpicker and grab a random link to a cooler? Not trying to bash you here. I am genuinely trying to understand why you would ask about this cpu cooler over literally anything else?

Don't do drugs. Do hugs!
