Extracting to desktop? Like all of your files are being moved there?

Are you using a desktop shortcut to launch steam? Maybe that could be an executable rather than a shortcut.

Yup. And not showing ANY of the games I have installed. https://gyazo.com/23acf3aaea05a27f380feaff2fa1e019

This issue is wild lmao

Did you try checking the installation path(s) in your steam settings? Maybe somehow the path got changed. I've heard of any program behaving like this before

I had it set as a shortcut. But for some reason it launches and downloads everything to my desktop.

Check the shortcut's properties.

Yeah I just forced all the files into my documents and reset the location of everything, aswell as forcing it to have a shortcut on desktop and taskbar. for some reason renaming it changes it to the exe for some stupid reason

Also. If anyone has the same issue, tell them to not set shortcut to run as administrator. That also fucks everything up and changes it to the exe instead.
