Yesterday I bought myself a new used phone samsung galaxy note 4. And so far I love the phone but there is one thing that is really really annoying. I noticed that note 4 OS is not smooth its a bit stuttery and choppy and when I scroll through different websites I notice the stuttering as well. Is this lag suppose to be there or is it something i need to look into ? Thanks for the replies.

Well maybe try a factory reset in case the last owner screwed it up because the lag shouldn't occur. However, there are a few of each device that are kinda off.

Before that look at the developer options, I think some of the options pertain to enhanced graphics and other settings.

Adrianisen did a video regarding this problem, under any Samsung smartphone, flagship or not, will end up lagging uncontrolably even if kept under great conditions and factory reseted after some time. Its probably a Sammy strategy to force costumers to purchase a new phone from them, 1 or 2 years after theyr phone is released, and there are several factors that could be included such as a component durability questioning, secret software being installed by a TouchWiz backdoor to purposedly slow down the phone once connected to a network and a number of different to release software or pre-factory limitations, that will force you to abandon your "super-phone". While i strongly agree with this, since i myself had that phone and an S6 as of now, i can say that they really seem to want costumers to forcefully waste more money on theyr newer iterations, by making theyr phones snails that barely drag, in the end of theyr "software lifetime", which is quite stupid, unfair and certainly doesnt come in theyr "nowan reads paperwork". But about your phone, do try to get it fixed or traded, and hopefully youll be good to go for another year or two.
