That looks like a sata power connector, it gives power to all of your sata devices (hard drive, ssd, optical drive etc.)

thats a sata power connector, does your case have LEDs or a fan controller or the like? thats what thats for.

 

you just plug one of the sata cables from your psu into it, and it powers whatever thats connected to.

Does it come with a fan hub? Looks similar to the one that came with my case although i pulled it out and used the motherboard headers.

It looks like its for auxiliary power for something, what cooler do you have?

You would plug that into a SATA power coming off the power supply similar to plugging in a hdd or ssd

Yes you'll need two connections, most sata harness will have multiple on them to take care of a few things at once.
