If you want an air cooled: Sapphire by a model

However, Powercolor also seels the Powercolor Devil 390x, which is a watercooled 390x. It  (obviously) has better cooling than the other two but I'm not too sure about noise.

true, but it's very rare + expensive

Over where I live the Powercolor Devil is on the cheaper side, so definitely look out for that one! More cooling will get you more room to OC safely.

You're question is wrong. There is no "best", there will only be one that has the most active rate of succession rather than failure in overclocks and stock speeds and such. Maybe you call that best, but I don't. People have different experiences with hardware all the time. Just choose the one you like the look of or something as long as it isn't known for exploding.

I've just built a i5 6600k with a XFX R9 390 8GB DD.  Been throwing benchmarks and various games at it all day, running cool and solid, and also very quiet.

PC - NZXT H510 Elite, Ryzen 5600, 16GB DDR3200 2x8GB, EVGA 3070 FTW3 Ultra, Asus VG278HQ 165hz,

 

Mac - 1.4ghz i5, 4GB DDR3 1600mhz, Intel HD 5000.  x2

 

Endlessly wishing for a BBQ in space.
