Ive got that CPU with a CM 412S, worse than your beQuiet, and im running it at 4.3GHz@1.225V with temperatures between 65ºC and 75ºC (depending on room temp, i get temps between 15ºc and 30ºC in my room....)

Should be able to but OCing is down to the silicon lottery. Go for it if you know what to do and how to do it properly!

Thanks for the information, my thermal paste won't be coming until next week so I will just keep the stock cooler on for now

Don't just give out random numbers claiming he can hit that. You have no idea if the chip is capable of hitting it. Silicon lottery, thermals, air bubbles within the paste under the IHS, etc can all lead to a large fluctuation of various obtainable clock speeds. 

 

Unless you have irrefutable proof that every 4690k in the world can hit 4.5ghz, I would avoid getting someones hopes up.

It's ok, I only really want to over lock to 4Ghz which i should hopefully be able to do
