When i turn on some game cpu frequency is on max but load is just 25%. 

If the gpu is at 90-100% and the cpu is lower then you probably are not bottlenecking.

Then it really depends on what game you are running.

 

If it's a CPU intensive game like GTA 5 or Guild Wars 2, then yes your CPU is bottlenecking.

 

In a less CPU intensive game, your CPU wouldn't be bottlenecking.

Yes your cpu will bottleneck in cpu intensive and poorly optimized games. You can try saving up for a new cpu or you can try overclocking your cpu. Those are your only real options.

 

If you want to upgrade, an fx-8320 would make a decent difference and would be a relatively cheap upgrade, but you will still encounter bottleneck problems in some demanding games. An Intel upgrade would be ideal, you could save some money by looking for used haswell or ivy bridge cpus and motherboards and use the ram you have now.

 

If you have a decent cpu cooler, I'd recommend trying to overclock first. It's free and might get your performance to an acceptable level for you.
