Motherboard boot goes all strobe light

So this week has been hell for motherboard issues. This one I have no idea how to fix. I have updated the bios to the latest, reset the bios to default settings, disabled net boot. 

 

So here's the gif of whats happening.

 

 

So it flashes a few times, then on the last time the motherboard starts to work normally and boots into pfsense.

 

 

 

CPU: I7-5820k @ 4.7 GHZ 
CPU Cooler: Corsair H100I GTX 
Motherboard: Asus X99 Sabertooth 
Memory: Crucial Ballistix Sport LT 8x8GB (64GB Total) 
Storage: 4x 850 EVO 1000GB & 1x 5TB Seagate HDD 
PSU: Corsair HX1000i 80+ Platinum 
GPU: EVGA Titan X 12GB SLI (2x) 
Case: Corsair 400C 
OS: Windows 10 Pro 
Monitor: ASUS ROG PG279Q 165hz

Like once its done its lightshow it works completely normal.

yeah. if it works fine just roll with it... all pcs have little derps... for example the laptop im using just sorta hates internet explorer...

This is more than just hating internet explorer. 

 

I really need this fixed. Could this be because I have a HP Quad Port Intel Gigabit NIC installed?
