Both will yield similar results (with the i7 taking a lead in a few games), I would personally go with a Haswell i7 since it has more potential now and in the future whereas the small IPC increase of Skylake will be largely irrelevant.

Any I5 or I7 will do well, though, obviously, the more expensive processors will do better.

If the i7 is a quad core (47xx) and the i5 is a dual core (6xxxU) then definitely the i7. But it will depend more on what the GPUs on each system are.

If you need the portability the laptop is fine, though if not a desktop is much more powerful and cost effective

There is not really a answer for him. There is so many new cpu intel and amd came up. Unless you want to use 1 hour to compare 10+ models of cpu to see what is the best. (newest doesn't mean it is the best)

Except there is an answer. Assuming both systems are using a high end GPU (and it's the same GPU) then a quad core haswell i7 is a better choice than a dual core/quad core Skylake i5. If both are dual cores, then Skylake would have a very slight edge.

I would choose the i5 option then. Although I would personally look for different laptops and ideally aim for a 970m or better (or if you can't afford then, then a 960m).
