I have a few questions about water cooling

For a PC I am planning to build I am planning to get this cooler: http://www.newegg.com/Product/Product.aspx?Item=N82E16835146043&cm_re=nzxt_kraken_x31-_-35-146-043-_-Product

Is that an all in one liquid cooling solution? Do I have to get anything else with it for cooling? Is there water in it or do I have to fill water in it my self?  Or is it just "plug and play"? How often should I change the water? Can I overclock with this cooler?

It's plug and play, maintenance free so no liquid changes or so on. Yes, you can overclock higher on a watercooler like that. There is nothing more you need to buy in order to make this work.

It is an all in one cooler. You don't have to fill it, assemble it (other than some mounting hardware for the block and rad) or really do anything other than plugging it in. You are not meant to change the coolant in it, as it's not designed to be taken apart. They can easily last over 5 years without issues. 

You can overclock with it, yes, provided your board and CPU have overclocking capabilities.
