depends on your chip , but it seems doable .

Start at around 4 ghz and test for an hour, if it's stable, bump it up. The only info you can really take from other peoples is a rough estimate of how far you can push your chip. Since most people OC to above 4ghz, you know that you can at least start at 4ghz.

The 212 evo is meant to out perform stock coolers. It was designed for CPUs that ship with out a stock cooler. It is in no way meant to handle the extra burden overclocking has on the CPU. You will hit a point where your cpu is constantly near or just over max temps and it will kill your cpu's life span.

bro, no. 

 

The 212 is more than capable of handling a 8xxx at 4.5 and ~1.45v

Turn HT and CPU-NB to x12

Upclock the CPU frequency to 4.5

increase voltage to 1.42

See if it is stable, increase voltage if it's not, increase clock if it is. 

If it's nearly stable you can often times use CPU-NB/NB voltage to gain stability.
