A power loss shouldn't do that much damage to your system. I know people would say otherwise but I've accidentally powered down my systems before and also forcibly shut down my systems before. Try a Windows Repair yet?

Try Safe Mode yet?

Okay you know what, restart your system, spam F8 and try Last Good Known Configuration. If that doesn't work, repeat process and select something along the lines of Windows Startup Repair.

Weird because F8 should bring you to something like maxresdefault.jpg

I did this once on accident, hopefully you didnt have anything important on it bcuz ur not getting it back. Just install windows again and wipe the os drive when you are in the drive select in the installer and you are good

It's a little early to assume the partition is totally messed up beyond repair.  Even if the system completely does not bot, you can easily just boot ubuntu or some other live usb tool and pull the files off the "C drive" before formatting.

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If you can read this you're using the wrong theme.  You can change it at the bottom.

can you grab your necessary files in that time, because if you can you should reformat that disk and reinstall windows

That's like last resort and I would also partition the drive if I were to do that. If there's an external drive, even better.

Like I said, you can boot up a live ubuntu usb and take all the time you want copying your files.  No need to try copying them on an unstable system that could crash at any second.

how is it last resort?

Just something that's formed in my mind hahaha. Perhaps its not last resort in this case.

I've formatted my drives and other computers so many times that it feels like a hassle to set it back up to the way I like it every time; therefore, I find the source of my problem in order to prevent that.

When I was younger and knew absolutely nothing about computers, my mom would take the computer to a computer fixing store where they'd basically wipe my HDD and give the computer back to me. I lost so much data from that and what I learnt from those experiences combined is what formulated this sorta thinking. Sorry :D
