Shouldn't the safe voltage be similar to that of a haswell chip?  If so, yes, it's ok, and yes, you should definitely overclock more :)

The 5960X is a Haswell chip.

Then, back to OP: I would crank it up to 1.2 v and see how fast you can get it.  Should be pretty impressive!

Yea haswell-e  is cool under 1.4V but you will probably  also want to move vccin  up to 1.95V 

 

You should easily hit 4.5 at 1.3V
