So basically I want to access all the features of google drive (ie. google docs, chrome apps ect) but instead of paying google for there cload storage, use my own local storage to access all my things everywhere as if I have bought the storage from google......

Might be a long shot, but can this be done?

whether you can have the google apps running im not sure. saying that tho, linus said something about them making "desktop" apps. so maybe this is possible. but you can create a local nas, and access it via programmes and/or via its IP. personally i just have the drive app and i have a free 15GB from getting my nexus 7. 

 

with drive that way, everything sinks and i dont have to worry about connecting to a nas from home

 

of course 15gb is nothing compared to a few TB, but im just using it for documents :)

Might be a long shot, but can this be done?

 

Probably not (yet).  Their storage is tightly integrated with their code (like recently they added integration with google+ photo and drive).    Unless they allow a some kind of hybrid system like Skydrive.  In your case, something like putting a folder "link" in google drive would access your local/network drive directly instead of through their storage.
