OBS Flickering

When I use OBS set to "Monitor Capture" the outputted video file when viewed has these horrible white flickers every few seconds. I've attached the video below. Thanks in advance!!

Oh hmmm well the output file is .flv what should I use to open it?

Tried with VLC, no white flashing.

That time I saved Linus' WiFi pass from appearing on YouTube:
