Sorry haha. Well, http://outervision.com/power-supply-calculator suggests I go with a 362 W PSU for my X4 860K and GTX 950. Unfortunately, decent Seasonic S12II models here in the Philippines are quite expensive (~70 USD), so I'm looking for something a lot cheaper without losing too much quality and reliability.

If there are any 400W Seasonic PSUs within your budget, get one of those. Pretty much every one of Seasonic's units are at least decent. 

For a low power rig like that, something like a Corsair CX series would do okay, despite the bashing they tend to get here.
