700 US Dollar Gaming PC

Goals: 1080p Gaming, 60 fps, high settings, the works

NEEDS: quadcore, 2 system fan headers built into the motherboard, wifi, 8 gb of dual channel RAM, 4 gb of VRAM, 2 case fans

DOESN'T NEED: a higher price (its in the title guys come on), an ssd, more expensive mobo, an ssd

I WILL NOT BUY AN SSD (if someone says it i'll come to their house and shank them)

You should invest in an H97 motherboard, and if you're going to go purely wirelessly, then you'll want a PCI-e wireless adapter, this would be about the best one, but that'll raise the price a bit but it'll be worth it, ditch the case if you really need to make budget

and before someone recommends a key reseller, if you were going to save money that way just save money another way and find the software somewhere for free rather than buying a gray market key.
