under performance

Is my computer under performing as I have a gtx 970 and a i7 4790k  and 24gb ram on a 550w psu. Should I getter a better one and what wattage if so.

Under performing relative to what? We need benchmarks, timings, something. Without some measurement, this is about as nonsensical as me asking if my shoe is larger.

I don't have definitive proof but it feels like its just slightly better than a 750ti

What fps are you getting? What res? what settings? you not giving us any information that is actually useful in determining if your under performing

8 GB Of RAM From before, or just finding some for cheap, I use 20GB.

550w is more than enough, you won't experience under performance from a low wattage power supply, you would be seeing reliability issues (crashing/BSoD's) if you were under powered.

 

Run some benchmarks and compare them to online results, I recommend Anandtech's bench suite. http://www.anandtech.com/bench/product/1595

so I benchmarked and got mainly 24-27 but then sometimes going up to 50 on ultra and when looking at that site it says I should be getting 55fps for gta when I'm only getting 30-40 -_-

What is your MSAA setting? GTA V has a lot of graphics settings. It sounds like you may be using up all of your VRAM, you may have to turn the settings down a bit.

 

-Disable MSAA entirely or set it no higher than x2.

-Disable water reflection MSAA as this seems to be even more intensive on the GPU than MSAA from what I've noticed.
