Should I overclock it?

and you will get more than 3 fps extra . My overclocked 290x gets ~8 fps more in valley

It depends on you card, but i would set power limit to max , and try +80 on the core , and +100 on the memory . If it isn't stable , add more voltage , then up the clocks ,etc, until you are no lmonger stable

power limit max 

then find your max stable clocks increasing in +15 at a time for core and +100 at a time for mem.
