Reboot, if it's stil happening, go into "Processes" and see what's using all this mem and terminate it

If after restart you notice the same problem, shut down, cut off the alimentation and replug and boot after 2 minutes, then check again because if you notice the problem again it will be a configuration problem ant it mean that you have some "hided" program that use your memory (but 10 GB, only can be an hidden video editor)

Click on the 'Open Resource Monitor' to see which (background) task is eating it and go from there. You can try a soft restart to see if it alleviates. But whether or not this is even an issue, depends on what's reserving the RAM. For example system compressed memory is shown as allocated in the view in the screenshot but it's not actually always being used. 

 

On a side note, you should reduce the size of your pagefile significantly. Absolutely no need for it to be 30 Gigs. If you want to leave it at around 2GB is up to you but I'd just disable it entirely.
