Is there a way to do a 2-person virtualization build? For the OS, I am using Microsoft software swap($35). Monitors need to be included and it is preferred for over locking. Thanks

Monitors are the weak link. Change them for better if you can strecth your budget a bit

What are you doing with the PC(s)? Is that US?

You'd be better off just finding windows for free over paying for a reseller's key
