Your PSU would have no problem handling a GTX 980ti or an equivalent next gen pascal GPU or even an high-end AMD solution

That said, i don't think you should upgrade if you are on a 1080p monitor you should as i said lower and tweak your settings...usualy there is really NOT MUCH between say ''high'' settings and ''ultra'' settings visually speaking but the performance hit most of the time is very noticeable.

Your level and type of anti-aliasing you use is also a very important aspect for performance...8xMSAA will kill the GTX 970 in just about every new game out there...even 4xMSAA at 1080p is a bit over the top for a GTX 970...try FXAA when available or SMAA these are less taxing and can produce good results depending on the game.

If you are gaming on resolution higher than 1080p, then you might want to consider a more powerful graphics solution. Next gen cards incomming though so might want to hold off until next holidays or something and see what the new 14nm cards will bring to the table. (HBM...good stuff should happen)

I have a i7 6700k and a EVGA gtx 970 sc (planning on upgrading), and i have random visable fps drops even when i Max out all the games at very high with 70- 350 fps (depending on the game). I just got a new CPU and a mobo and complitly reinstalled Windows 10, and i also noticed My internet is slower on the PC. Plz help

VRAM usage? Which games? What PSU is it? Are your components OCed? Do you have an SSD? Is everything connected properly?

GTX 970 is a very nice GPU but it's mid-range and it's normal for it to not be able to completely max out all the settings in every games without droping a single time bellow 60FPS...sorry bro that's how it is what you want is an overclocked GTX 980ti

What games are you playing? Also are any of your components overclocked?

You didn't give us enough information to go on, it's not the same playing on a 1024x768 and a 5K monitor... Also the RAM, VRAM, CPU and GPU OC are also important here... But most importantly: TEMPS, the gpu can throttle or give off a lot of interesting things when hot...

 

EDIT: Based on your post where you sad you play "  all the games at very high with 70- 350 fp" i suppose you're playing on 1080p but you can see that I have to guess here, so you have to give us more info...

nothing is overclocked, yes i have two ssds (not in raid 0), 650w psu, msi z170a gaming pro mobo. I am playing on a 144hz 1080p screen, 8 GB  DDR4 2000 something ghz (don't remember, and not at home atm). I have thought about buying a 980ti but can the psu handle it?

and i have a h60 v2 cooling the CPU.

i have heard and noticed that this gpu has high idle temps 

currently i am playing cs go and Rise of the tomb Raider

if you are trying to max out tomb raider on a GTX 970 you'll run into issues...the game kinda require more than 4GB of VRAM with all the settings cranked at 1080p...and more GPU processing than the GTX 970 is capable of...it's a quite challenging game to run. You should try lowering your settings a little bit i'm sure you can have great visuals with good framerates if you tweak a little bit, test them out.

CSgo on the other end should run at 300FPS no problem.

And your PSU, what model is it exactly?
