So recently I installed a Corsair H100i Gtx into my Define R5 top mount, push pull config, I have the water block in a cpu_fan header and the "push" fans off the Y splitter from the block, the "pull" fans are in Sys_fan 1,2 headers and I just cant get them to spin any slower . .. 

they're rated at 2400rpm and after tinkering in the bios/fan curves the least I can have them is 1600rpm which is STILL pretty noisy so is there a way to slow them down outside of the bios?? or should I look into different fans (these are the Stock ones that came bundled with the H100i)

The stock fans are horrible, definitely replace them

Just get some quiet fans

yeah I was thinking that but putting the H100i in was such a pain and I don't really wanna take it back out to swap some fans over although I might do that at a later time, is there any software or tricks to make them spin slower, its a msi z97s krait edition mobo?
