but I know it's a bit overbudget and lacks a mass storage drive. IMO it's completely worth it, even though you're not going to want to push super high overclocks with that PSU.

Once you reach an i5, CPU bottleneck is pretty much non existent with a single GPU. You can step up to a 390 for a noticeable performance improvement.

Here, a nice compromise. There's even overclocking potential if you're super savvy and can find the right bios for that motherboard to enable BCLK overclocking.

However I do want to point out that from a practical standpoint, this really has nothing to offer in terms of performance improvements over the much cheaper one except for boot/load times. Your intended tasks wouldn't make use of the extra VRAM on the GPU or CPU clock speed.

Yes, but you're sacrificing a lot for the R9 390 and don't have a use for it. With your usage case, going with a higher clocked i5 would be better than splurging for the R9 390. Ideally it'd be either the 6600k or the 4690k plus a Z chipset motherboard and 212 Evo cooler.
