Hello, it's been I while since I was looking for a name for this effect in videos; here is the picture:

You know these blurred lines on the side of the video for a 4:3 video, I'd really like to know how to do this effect in Premiere Pro/After Effects, but I really do not know how it's called so I don't know what to look for on the internet, so if someone knows how it's called/knows a video on how to do it, that would really help!

Some sort of wierd vignette i think, its not a default affect, you have to mess with the bars to get it that extreme.

Yeah but it's a 4:3 video, and it's to turn it into a 16:9 video without resizing it, but to mirror the video on each side, where there's usually black bars

It could always of been a glitch, i think this is an effect from some old editing software, it looks quite unprofessional so its likely to be removed from anything and everything modern day.

I actually find out how to do it really easily in Premier Pro, you just take your 4:3 footage, you put it in your timeline, of course it has to be a 1280x720 project for me, so for me that has a 1280x1024 monitor, I put it in the timeline, I keep the 1280x720 dimensions, upscale it a bit, then I copy the layer, and paste a copy of this video on the "Video 2" layer, size it correctly, and then I put a blur effect on the layer that's behind the normal sized video, and then it does this effect

 

(Not sure if clear, but tell me if you want a picture of how it looks in Premiere.)
