Good Cheap Cpu cooler?

I am upgrading my pc and i want a new cooler for my cpu, i have a black and redish build (theres some gold and gray on some pieces) can some one suggest a good cooler for around 30 or under? PS im fine if its just a heat sink i was thinking about just getting a black sink and then some corsair high static pressure fans because they have that red ring, so if someone knows a good black heatsink or even a better combo, it would be much appreciated, Thanks.
