The first one will currently perform better video-card wise, good for games.

The second one will perform better cpu-wise, good for multi-tasking.

Does the first one come with the operating system and hard drive?

 

It all really depends on what you are going to use it for.

You also have to factor in your peripherals such as your monitor, keyboard, mouse, speakers, etc to the price.

Both are fine but if you're planning on playing GTAV or Far Cry 4 those games just do not want to run well on pure dual cores.

Although you should get a Z97 board for the G3258 for overclocking

 

and for the FM2+ build, get this board, about the best budget board from the looks of it

You could take a hit on your GPU and get an i3, but an 860K is going to be fine for gaming and whatever other low level task you're doing, only some games are going to be CPU limited
