I have an Intel i5 4590 that is 3.3GHz base and 3.7GHz turbo boost.

 

For some reason, when not running even on programme, 1-4 of the cores go up to 3.7GHz but when playing games like Minecraft, none of the cores go up to 3.7GHz... Is this normal, a glitch or is my CPU broken?

 

Also, when stress testing my CPU, none of the cores go above 3.6GHz but are all at a very stable 3.5GHz. Is this also normal?

That's normal. The 3.7 turbo only applies to a certain numbers of cores at a time.

this is normal ; the max turbo only applies to single thread performance.

Generally how it works, 1 core can go up to the turbo boost number, 2 can go to 100mHz below that, 3 at 100 below that and all 4 at 100 below that, but it depends on the chip and board a little and in you case all 4 can go to 3.5Ghz at the same time, the 3.7 will only happen in single core applications which minecraft is not.

There are some motherboards that are programmed to ignore core based turbos and let you max at 3.7 on all 4, but apparently yours is not one of them.

 

It won't make a realistic difference to performance anyways.
