Intel HD/cheap gpu

Hey, so I'm currently using the intel HD that comes with my ptengium g3460. It isn't from a specific series like the 4000 series, just "intel HD" which I believe is slower than your traditional 4000 series. I was looking at getting a cheap dedicated gpu to run some of my simple games on. Currently my intel HD cannot handle those simple titles (Titan Quest, Hearthstone, Neptunia rebirth) all yield me about 20 fps. I play the games at lower resolution (generally around 720p). I was wondering if there is any cheap gpu (thinking around 30 euros) that could do the job better?

See if you can find a used 7770 or something like that, but I wouldn't hold my breath at that price bracket unless you save some more pennies.

At that price you're not going to find much. (Depending on your location) I would recommend checking eBay and Craigslist. That's how I got my GTX 760 for $85

I don't think it's worth it to buy a GPU for that little of a price. I don't think there would be a big performance boost if any. 

I think it would be better if you saved up and bought something like the GTX 750 ti for 90 euros

Make sure to take screenshots right from the start even if everything is running fine so if that degrading problem crops up again there will be indisputable evidence

HD 7770s if you can find them, would be the best.

Probably not going to happen going second hand . But I'll watch out for it.

Hmm I found some guy selling his gtx 460 for 10 bucks, but claims there are artifacts on it. Would it be worth it to buy it, bake it and see what comes out of it?

Sometimes if youre lucky you can find a gtx 560 for cheap on ebay its worth checking!
