Neither really, I'd suggest you start here, you really don't need an after market cooler for locked chip, and the 390 is a fair bit better than the 970, partly due to potentially better DX12/Vulkan support, but also due in part to saving money on a free-sync display vs a G-sync display.

Reason I chose the GTX 970 is because it's cheaper in Australia, and I can get a cheaper PSU by doing so. If you're going to get the R9 390, please don't get the ASUS variant...

On top of that, the reason for the cooler is because you can use BCLK overclocking on GIGABYTE mobos.

 



not sure if 520W psu is enough for gtx 970, at least it wasnt for me. both builds are pretty similar...

That whole skylake overclocking on non K parts though seems like a pain, would need a Z170 board anyways

 

Otherwise what's wrong with the ASUS 390? it looked to have recent reviews

 

and the cheapest 970 I saw was like 10 dollars cheaper, probably not worth it, there was one for 5 less that has a blower cooler, but who wants a blower cooler

ASUS cards suck for AMD. They essentially just reused their aftermarket cooler, which is more suited for NVIDIA cards, and went ahead and slapped it on the R9 390 instead (which we all know is slightly hotter than the GTX 970). Just a bad cooler for AMD cards in general. Other brands like MSI, Sapphire, XFX, Powercolor are good but I can't find a decent deal on PCPartPicker.

 

Eh, picked the Z170 board because it is possible to overclock using the updated Gigabyte BIOS. Nothing too hard.

They're the two brands to avoid for AMD cards. The rest are fine.
