What temps to expect from a x61 on a fx9590

Seeing as a 9590 uses 220 watts of power, and produces heat like a motherfucker, I'm expecting the equivalent to running the stock heatsink on a 8350.

That's TDP actual wattage can go up to like 340 at full usage.

To OP 9370 and 9590, in my experience, are usually in the 17 idle up to like 60 with all in ones and the right air flow.

How much lower than a dark rock pro 3

Personally, I used a dual rad Thermaltake 3.0 extreme on my 9370, the one I'm using on the 4790k now.  That's what I got even with a high OC of like 4.8-4.9.  As long as you have good air flow+some sorta water cooling the lowest you can get is 17 and less than 70 at max in most cases.  Nothing worrying.   The x61 is one of the common ones used on the 9xxx chip.

so much much lower would the temps be between a dark rock pro 3 and the x61?

Dual fan rads usually go like 10-20 less than a dark pro 3.  The lowest temps I've seen were this old 2005 futuristic looking thing that pushes liquid nitrogen onto chips.  That was in the negatives.
