I'm looking for the best camera that can be used for  B-roll that's worth it's price. The lower the price the better pls.

The "BEST" camera for b-roll should normally be the same type of camera as the primary camera, to keep the look and feel consistent.  And the "BEST" camera is whatever camera you can afford on the market.

If all you can afford is a $10 supermarket disposable camera, that's your best camera.

Asking for "best" camera is a retarded request.  It's like asking which socks are better, red, white, black, blue, green?

Any camera with a descent video function is capable of filming a good b-roll shot. A great camera does not equal a good b-roll.

If you are looking for that kind or broll shot with the completely blurred out background, the lens is the most important to get that look. The wider the aperture of the lens, the shallower the depth of field gets and the more the background will fade away. It can be achieved on pretty much any interchangeable lens camera with the right lens. Allotof youtubes are using a similar combo of a panasonic gh4, metabones speedbooster, and a sigma 18-35 f1.8 to do their b-roll but it is possible to get similar results for cheaper. An example would be pretty much any of the sony alpha or nex mirrorless cameras that does video with a 50mm f1.8 lens.

here is a relatively cheap combo that should produce decent looking footage for b-roll.

a sony nex 5: http://www.amazon.com/Sony-NEX-5N-Mirrorless-Digital-Touchscreen/dp/B005IHAIMA/ref=sr_1_9?ie=UTF8&qid=1452992511&sr=8-9&keywords=sony+nex+5

and the sony 50mm 1.8 : http://www.amazon.com/Sony-50mm-Mid-Range-Mount-Cameras/dp/B005NX7HY6/ref=sr_1_2?ie=UTF8&qid=1452992896&sr=8-2&keywords=sony+50mm+1.8

And if you want to go even cheaper than that you can use old vintage lenses like canon fd or minolta md lenses with adapters. They can go for quite cheap on ebay. The minolta 50mm 1.7 md is a great lens and can be found between 30-50 usd. If you want a bit of a nicer lens you may want to look for a canon fd 50mm f1.4. they typically go for around 100 usd.

And sometimes a second camera is not needed for b-roll shots, especially for people working solo.  But of course this also depends on what type of filming is being done.

If you think low-light performance for b-roll footage is a priority, then you're doing b-roll wrong.

Anyway..

Jeffer, what's your budget?

Your original post is incredibly vague, the actual camera you're going to use for b-roll footage is actually not as important as you might think, especially if it's going on YouTube.

A decent tripod, some lighting and a softbox will have a much larger impact, even the sensor in a modern smartphone can produce top-notch b-roll footage if you know the proper techniques.
