So when I am finding parts for a computer there are a few rules I follow these seem to work for me and it may not work for you.

Here they are

 1. 8 is gr8 (8gb ram)

 2. don't get what you don't need.

 3. Simple is key.

 4. ask yourself "will I ever upgrade it?"

 5. Its ok to use used (I would suggest using your own used stuff tho)

 6. What will it be used for?

Those are mine what are yours?

In reply to your rules:

1. 16GB is also useful for different kinds of usage, you can't say one fits all

2. Then we will forever be unsatisfied with the looks

3. Plenty of people prefer more complicated things like overclocking

4. You can't really plan for upgrading but I understand your point

5. I agree, used GPUs help so much for budget builds

6. What if you want to and you have the money to do it? People can spend their money how they please.

My rules:

If it isn't on sale or a good deal, I don't get it unless neccesary.

There is no rules. Each build will serve a unique purpose and you should design the PC in accordance to their needs.

Mine is usually:

1) Pick budget

2) Pick use case so you know if CPU/GPU/Storage is most important part

3) Always take cheapest from known brand. Except if Corsair, look if another store would have something.
