So your usb boot drive is busted, either the drive its self or the files on it.

Create a new one on a different computer

Go in your BIOS. and disable UEFI. If you see "CSM", enable it.

 

If that doesn't work, select "Load Optimize Defaults", set back your SATA controller to how it was (else you'll see a BSOD at startup).

 

If either works, then I'll you why.
