Best Cooler under 140mm height

This article http://www.tweaktown.com/reviews/7426/cryorig-m9i-cpu-cooler-review/index6.html showed that temps were within about 1 degree C of the NH-U9S and about 1 decibel louder.  These results seem too good to be true tbh lol but i'll do a little bit more research.  I do like how the cryorig coolers look though.  I wish Noctua made better looking fans lol.  Thanks a bunch for the advice!

Decibel readings are one thing but tonality is also very important when it comes to human ears. Tweaktown's methodology for determining noise levels is also a bit off the mark. Sure, the readings are similar when the fan is running at a certain voltage but fan speeds would realistically scale with temps instead of running at a static one.

The U9S has a lower limit on noise and will also perform better at the same noise level. 

That being said, the M9i is a much better value at $26.

I am looking for CPU cooler recommendations that are under 140mm in height.  Budget is under $100 (somewhat flexible) and I would like for it to be fairly quiet and have the best performance so I can do a ~4.6 overclock.  It's ok if the fan is a bit noisy under heavy load, but PWM control is a must so that it can ramp down and stay quiet when not stressed too hard.

 

I was looking at some of Noctua's products and also Cryorig seems to be up and coming.

I'd prefer to stay on air, but thanks anyways.  In my experience, radiators have been a bit noisy and i'm a bit concerned about leakage in the long term. So far the Noctua NH-C14 is looking like the best performing air cooler under 140mm

Just looked up the Q-10 and I must say it looks pretty slick. Cant find anyplace that sells it in the US, but it still looks nice

I live in the US and I bought mine on ebay, but yea Lian Li cases are always difficult to find in the US.  The case is all about looks lol but it definitely is not the easiest mini ITX case to work in.  I got this case as a cheaper alternative to the NCase M1

The NH-U9S is better. The only thing the M9i would have over it is the aesthetics.

The NH-U9S is better. The only thing the M9i would have over it is the aesthetics.

Is difference significant? Like in thermals and noise?  Because on Amazon the M9i is $26 while the U9S is $60.

Noise will be noticeably higher and temps are slightly worse with the M9i. That being said, $26 is a much better value and I overlooked that option.
