isn't a RAT a remote administration tool and not a Remote Access Tool?

 

I could be mixing up my terms but I know there are also RSATs (Remote Server Admin Tools) which is entirely different but what comes to mind when I say/hear administration vs access.  I think I've heard them (RATs) called both access and admin tools.
