How to install linux mint without using bootable device?

How do install Linux through window? due I am not able to boot devices such as USB, i have seen video where they is .exe in iso file after mounting it but for some reason linuxmint 17.3 doesn't have it for me. I am doing something wrong?

Chances are, if you can’t boot from USB, Windows likely has your MBR/GPT locked up as well. You can’t do either because from the sound of it your OS is a tyrant.

They is password on the bios and cmos battery is located under the keyboard.

You are going to have to clear the cmos and hopefully that will unlock the bios. Otherwise you pretty much can't install mint or anything for that matter.

Windows doesn't support the installation of an OS through a running OS.

You could try removing the hard drive and then check if it will automatically try to boot from usb. If it does then you might be able to wipe the hard drive in another system and then install mint on it. But I am in no way guaranteeing this will work so proceed at your own risk.

Like it has been said. You need to be able to unlock your BIOS/UEFI turn off secure boot and fast boot. then you should be able to boot from other media.

Have you ever heard of Wubi?

The limitation is not windows but UEFI.

There is currently no EFI implementation that can disable secure boot and modify the EFI bootloader.

Wubi can still work on BIOS systems running in compatibility mode.

Like it has been said. You need to be able to unlock your BIOS/UEFI turn off secure boot and fast boot. then you should be able to boot from other media.

I have tired Wubi but i dont think it supported on window 10, as i keep getting error downloading the ISO.

I think my laptop uses BIOS as it 4 year old DELL E6230, i will try to run it in compatibility mode. Currently it hooked up next to the router with Ethernet in.

Huh, No I had never heard of wubi.

Even if I used windows I think I would prefer manually editing partitions and installation options myself but I guess thats probably why I'm using arch. Also installing to a single file instead of a physical disk/partition seems really silly and would leave that file open to all the fantastic telemetry that windows offers. On top of that the wubi website is dumbing down GNU/Linux even further then Ubuntu is already attempting to.

Clearly I'm not in the target audience.

Look, The problem isn't installing it. It is booting it. If you can not change the boot device/partition on boot then you will not be able to boot to it.
Somebody has already suggested a way to possibly reset the BIOS. (Removing the BIOS Battery), Which may be able to give you access to change your boot device/partition.

If that works you will then be able to boot from usb and install it that way. If it doesn't then you can't either way.

It was my guess that you had some sort of tyrannical device, but by the sound of it now you probably have an ancient/stupid computer.

I am like 99% positive if it can't boot from USB that it has an optical drive. Try using that

The bios is locked with password and won't allow me to boot off other device apart from Hard drive. The cmos/bios battery is located under keyboard... Is it going to be a pain to remove and put it back on.
