Question about PCIe lanes

Simple question about PCIe lanes. Let's say I have a chipset that has support for 16 lanes of PCIe and I have an x16 graphics card installed. If I decide to add an x1 expansion card (hypothetically a WiFi card), will that force the bandwidth of the x16 slot down to x8 bandwidth, or are the x1 slots and the x16 slots completely independent?

No.  The x1 slots are wired to secondary lanes from the motherboard chipset, not from the CPU.

You can see Haswell cpu supplies 16 lanes for graphics.

The Z87 chipset is capable of an additional 8x pci-e 2.0. This is *usually* split into 1x slots and a 8x-sized x4 slot.
