Said EVGA PSU being much, much worse than any seasonic one.

The EVGA will not support 2 GPUs without giving up.

Is there a difference in the cables? And if so can you reccommend me a better one that can support 2 gpus?

Any Seasonic, Superflower, XFX or any PSU from EVGA's B2/GS/GQ/G2 lineups. 750W at least for two GPUs. Why 2 380s instead of one fury?

600W is enough to run 2x GTX 760, 960, or 380s (With a Core i5) if the power supply is decent. 

5800X3D - RTX 4070 - 2K @ 165Hz

Its for an upgrade path. I'm either doing that or getting an H81 board and a 500w EVGA B1 and 1 380

But 750W gives some nice headroom. Plus, EVGA B1/G1 != Decent.

If anything you would use less power after an upgrade. (More powerful single card)
