Hi, new to the forums so i hope I'm doing this right
I have recently built my new Pc, specs are:

GPU:Asus Strix GTX 970
CPU:Intel I7 4790K
RAM:32GB Corsair Vengeance Pro DDR3
PSU:Corsair CX600M (Changing soon)
Mobo:Asus Z97K
Case:Corsair 230T

Now, right now I am using the standard intel cooler that came with my CPU, however I am very particular with aesthetics and while it is doing a good job at keeping the CPU at reasonable temperatures, it looks awful in my case haha and I was looking at a 212 Evo as it is within my price range, however I would like to run it without the fan, I have an exhaust fan both directly behind and above the CPU running at max speed as I do not care for quietness too much (noise cancelling headphones) and I was wondering if this would be either equal to or an improvement over the stock cooler in terms of temperatures, thanks!

If you don't care about noise, why don't you just run the cooler with the fan.

It does come with one, i hope you know that...

If you want to pull the fan off a Hyper 212 why not buy a cooler specifically made to run fanless? They do make heatsinks that are thicker and run fanless

If you want to remove the fan for aesthetics purposes then I would recommend turning all your other fans up quite a lot as a 4790k is quite a lot for such a low end cooler. But I would use the fan if you can, maybe get a better looking after market one if you want.

The 212 Evo comes with a fan thats relatively quiet.Altho, you can run it fanless, the cooler is not designed to be good at fanless, there are other coolers specifically designed to run fanless.

I have not overclocked the CPU, I do not care for noise at all, I would just like the case to look good and really like how it looks without the fan haha
And I have noticed a lot of passive coolers are very large and expensive

Ok, I feel you. Aesthetics > Practicality is kind of my rig as well

Yes, it would work, but it really wouldn't be a good idea unless you cranked your fans VERY high.

My exhaust fans are running at 100% and are both decent Coolermaster fans, it provides a pretty strong flow of air
I just hope that is enough to bring air through the heat sink

Why not buy a fan cooler that's designed with aesthetics in mind? I saw this one on Amazon recently.

Keep in mind, it's going to cost you a bit more than a hyper 212. You can find it here: http://www.amazon.com/Thermaltake-CL-P0466-Copper-Heatpipe-Univrsal/dp/B001KARQXI/ref=pd_sim_sbs_147_15?ie=UTF8&dpID=51lzLl3WRRL&dpSrc=sims&preST=_AC_UL160_SR160%2C160_&refRID=05S15JQT08TBNT9Z0GDR
