Do all GPU & CPU fans suck air in or do some blow air out?

Pentium 3 stock CPU coolers actually sucked air, pulling it away from the processor, however this caused dust build-up issues.

umm... @Samdb is right. they move air by sucking air in and then blow it out on the other side.

 

(air comes in at the top and comes out at the bottom)

Exactly he wasn't trolling.

 

Anyway I think what you are REALLY asking is if the fans current position is having it blow air towards or away from the heatsink, in which case it depends on the product.

Yes it pushes the air down into the heatsink and out from the bottom and it is what the picture above is showing by @11k.

I read the title and I thought you were inferring all CPU/GPU fans sucked as in they are of bad quality.

I do not understand what your asking. All fans do both. Depending on which side of the fan your on it is either sucking air in or blowing it out. Turn the fan over if you need it to do one or the other.

Well, this is kinda a troll question, so here's a kinda troll answer:

 

They do both, as one that sucks must in the end blow to complete the circle.

 

But srsly now, most of them push air towards the PCB dissipating the warm air from the cooling fins away from the chip.
