I just talked to him and he says he can get around $2100 in total

 

No reason to get a i7 if he's gaming, save the money and grab a i5 6600K instead and overclock it.

My friend wants help building a PC for gaming in 4k. It should be no more than $1200 for just the computer with no Peripherals and monitor.

yea that's a little unrealistic just find one card and a motherboard that supports SLI

Normally I'd suggest a SSD, but it puts him at $2,200.
