No, it's not ideal it will just take longer to evaporate. 

Nope. Just let the component dry for 30 minutes (or longer?). I use 75% on mine and I aired it out for half an hour.

I've always heard linus and others say that when cleaning thermal goop off of a cpu you should use 75% isopropyl alcohol or higher, will anything bad happen to my cpu if i cleaned it with 70%?

Probably not. May be just harder and take longer to dry

I need S340. But more Define S'ish
