As the title states,where do I learn cisco,more precisely CCAR and CICE?

Go look at some local colleges and see what they offer. I am curently in a program called NCT (Network Communications Technology) that teaches Windows Desktop, Server, Cisco 1,2,3, Linux Server Distros

CCAR? That's...a very very far off course if you haven't even started any networking courses yet.

Quick thing, If you end up learning Windows Stuff as well and plan on studying at home, you'll need a pc with at least 16 GB Ram/hyperthreading/virtualization for practice

CCAR? That's...a very very far off course if you haven't even started any networking courses yet.

Yup first of all you will need to get your CCNET > CCNA > CCNP > CCIE. You cant do your CCIE without 8 years experience and its very costly >£5k per resit and thats only for 1 area! (Routing & Switching / VOIP / Wireless etc etc) The list goes on and on and you need to renew them every 3 years. The best place for you to start is to go to college and study something like "Computer Networking & Internet Technology".
