If it's anything over 1.3v I'd bring it back.

thats a lot, it doesn't surprise me its running warm... you are going to need some serious rad sizes to get that any lower.

any suggestions for parts

best custom loop is the best you can fit/afford, but if its CPU only you want minimum 240mm radiator, I planned a 360 on mine and due to way the build panned out i ended up with 360 + 240mm on the CPU loop, however the temps don't exceed 50C 1.3V @4.5ghz

Rem I wouldn't think so, the rad is the cheapest part of the loop to be honest basically you will need to decide on rigid or flexible tubing, once you decide you can plan your loop

pump, res, tubing, fittings, block, radiator, high static pressure fans

No the AIO is not designed to be opened and used like some of the expandable loops, just note for cost wise your looking around $500 USD for a quality custom loop.

Block wise EKWB has the best for GPU's, and CPU's, the EVO and MX blocks respectively are the top end and second in line blocks out there. As for pumps a version of the D5 or DDC is a good option the D5 is quieter. Tubing and fittings are up to the user as to what is available but for soft tube thick walled stuff is good since it doesn't easily kink and hardline while more difficult and time consuming due to the bending and tools, it requires hardline based fittings.
