Brand New VG248QE Problem

I just got this VG248QE for christmas and it is having some issues. Half of the screen as you can see in the pictures is messed up. The only time it isnt weird is when its is on a blue. All of the drivers are up to date and i even tried hooking it up to my xbox via hdmi and it has the same issue. By the way i am using dvi dual link for 144hz.

I would, yes. The splash screen shouldn't look like that at all.
