Using Evolve

Me and a friend of mine are trying to play Civ 5 together from our own houses. However one of us is...less than...legit.... :o 
Anyway we are trying to use evolve to make this work and we don't know if it will work. We're trying it now and 1 of 2 things are probleming(new word) us. we created a party but it's both saying we are offline on evolve. Is evolve only to be used with lan???
