Apparently there is very slight input lag (at least there is for CSGO, not sure about other games)

Intel i7 4790k / MSI Z97M / Hyper 212 Evo / MSI Twin Frozr GTX 770 / 16GB Corsair Vengeance 1600MHz / Fractal Design Arc Mini R2 / Corsair CS750M / Samsung 840 Evo 250gb SSD /  WD Blue 1TB

Unless you increase the resolution (which borderless does not do) then you will not experience any decreases.

When you run in full screen the gpu does not draw the desktop or anything below the game window, it does however when it is run in borderless. Thats why I said that it does decrease but it is usually minimal.

The GPU isn't drawing anything but the game in both modes. If you don't see it then the GPU is not drawing it, simple as that. You might say when a game is loading and the GPU experiences load but nothing is there yet it's because it;s drawing behind that loading screen, but actually it's because the CPU is loading up the memory of the GPU with everything is needs to run the game.
