Is the Hyper TX3 Evo a good alternative to the stock cooler for the i5 4460? and is it silent?

Cooler master's stock fans are pretty fucking loud, so i doubt it will be silent

 

the closest you can get to silent is to add a noctua or just get a big heatsink and no fans

 

It will be better then the Stock cooler though

also would it be dangerous to spray paint the top black with some high temperture paint i saw some people do it (only the top of the heatsink)

as long as it just stays on top, it should be fine

It cools better than the stock cooler but isn't quieter. 

Is the stock cooler too loud?

I would suggest looking at aftermarket coolers after experiencing the stock cooler for yourself.
